  • NOTICE IS HEREBY GIVEN by the Board of Directors that Electronic Bids will be received by the Toledo-Lucas County Port Authority through Bid Express for:

    Hangar Door Replacement at Toledo Jet Center

    This contract is for all labor, material, insurance, and equipment necessary for the Hangar Door Replacement project at Toledo Jet Center, 11591 W. Airport Service Rd, Swanton, OH 43558, in accordance with the approved plans and specifications, for the Port Authority at One Maritime Plaza, Toledo, Ohio 43604.

    Bids will be received through Bid Express, an online electronic bidding system until Tuesday, July 16, 2024, at

    10:00 AM, at which time all bids will be opened through the Bid Express website

    The project “Hangar Door Replacement” project consists of removal of the existing hangar door, modification of the opening and installation of a new door. Work will include, but not limited to, concrete cutting and patching, steel modifications, masonry modifications, electrical, plumbing, fire protection, window and door installation and other associated work for a complete installation.

    This project may be awarded by the Toledo-Lucas County Port Authority at its sole discretion. The engineer’s opinion of probable construction cost for the project is approximately $750,000.00. Bids that are in excess of 10% above the engineer’s estimate would be considered non-responsive. This project may be awarded by the Toledo-Lucas County Port Authority at its sole discretion.

  • The Toledo-Lucas County Port Authority (“TLCPA”), operator of Eugene F. Kranz Toledo Express Airport (“TOL”, or “Airport”), hereby gives notice of its intention to file a Passenger Facility Charge (“PFC”) application.

    TLCPA will be notifying the Federal Aviation Administration of its intent to submit a new $4.50 impose and use PFC Application. As part of this process, TLCPA is providing the Public the following information regarding the referenced application.

    A.      Background and Purpose of New PFC #9 Application:

    As required by 14 CFR Part 158, the TLCPA gives notice that the Port Authority will request authority from the Federal Aviation Administration (“FAA”) to impose and use PFCs for the following:

    To impose and use a $4.50 PFC per enplaning passenger at TOL. The estimated charge effective date will be September 1, 2024 and the estimated expiration date will be September 1, 2026 in order to collect $583,026 PFCs.

    TOL has identified the need for PFC revenues to fund the allowable costs of planning, design and construction for the various projects. Section B. describes the projects for which the PFC revenues are to be collected and applied.

    To collect a total of $583,026 in PFCs, categorized as follows:

    $583,026 (impose and use) of these approved collected PFC funds to pay for eligible projects.

    B.      Project Descriptions:

    9.1         Rehabilitate West GA Apron – Construct; Improve Airport Drainage/Erosion Control – Construct; Shift or Reconfigure Taxiway B11 – Construct

    The Rehabilitate West GA Apron, Improve Airport Drainage/Erosion Control, and Shift or Reconfigure Taxiway B11 project, herein referred to “Project A”, will reimburse the sponsor share of total costs for the three-part project as detailed below. Project A includes the rehabilitation of roughly 27,670 square yards of bituminous asphalt pavement (4” mill and overlay) and grade correction of the existing west end general aviation ramp at TOL.

    The second component of Project A includes taxiway safety area grading improvements to improve drainage and repair erosion issues with apron runoff. The area of grading improvements consists of 16,450 square feet and begins with removal of four (4) existing headwall and rip-rap, 830 square feet of pavement markings, and 750 cubic yards of excavation and 2,000 cubic yards of embankment. Improvements include installation of 720 linear feet of reinforced concrete pipe and multiple concrete collars and concreate headwall.

    The third component of Project A includes the relocation of the Taxiway B11 connector between Taxiway B and the associated portion of the west general aviation ramp. The relocated connector is designed to correct non-standard conditions to meet requirements per FAA AC 150/5300-13A, Change 1, Airport Design and to accommodate ADG-III aircraft such as the Boeing 737-400/800 and McDonnell Douglas MD-80/90. The project area of Taxiway B11 connector pavement is comprised of 10,000 square feet, and includes enhanced visual aids (edge lights and pavement markings).  

    Since the Rehabilitate West GA Apron project area includes an FBO apron, which is a leased area, an eligibility analysis was conducted to determine the portion of project costs that are PFC-eligible. The eligibility analysis approved via FAA Grant # 3-39-0077-091-2023, calculated the ineligible area to include the aircraft ramp in front of the hangar (due east of the FBO facility) as well as 50’ of pavement along the south side of the facility on the common-use ramp. Based on the bid tabulation of total project cost, the ineligible portion of project costs not participating in federal/state grant programs or this PFC application is determined to be $681,300.

    The total anticipated project cost eligible for grant and PFC participation is $4,387,212 (Table 1.1) of which $3,948,490 is funded through AIP grant #3-39-0077-091-2023 (90% AIP), at least $323,490 will be funded through PFC (7.4% PFC), and up to $115,232 funded through Ohio Department of Transportation (ODOT), (2.6% ODOT). The overall project cost of $5,067,212 includes the $680,000 not deemed eligible for participation.

    9.2         Acquire Snow Removal Equipment (2 Units)   

    The proposed project is reimbursement of sponsor share of total costs for procurement of two (2) Multi-Tasking Equipment (MTE) Snow Removal Vehicles for airfield snow removal at the Airport. The project includes procurement and preparation for delivery, field testing, startup and operations and maintenance training. The MTE vehicles will include a combination of carrier vehicle, snowplow, rotary broom, and high velocity air blast system intended for plowing and sweeping snow from airport operational areas, including runways, taxiways, and apron areas.

    The MTE specifications and procurement shall meet the requirements of FAA AC 150/5220-20A, Airport Snow and Ice Control Equipment and FAA Order 5100.38D, Change 1, Airport Improvement Program Handbook.

    The cost for this project is $1,980,358 (Table 2.1) of which $1,782,322 is funded through Airport Infrastructure Grant (AIG) funds via FAA grant #3-39-0077-092-2024 (90% BIL) and $198,036 will be funded through PFC (10% PFC).

    9.3         PFC Advisory and Consulting Services

    The TLCPA has contracted RS&H Ohio, Inc. to assist in preparing a new PFC application for the Airport. This agreement will assist the TLCPA in completing PFC Application #9 and amendment and closeout of PFC Application 8. RS&H will work with the appropriate FAA offices and the air carriers to prepare this PFC application in accordance with Section 14 CFR Part 158 of the Federal Aviation Regulations.

    PFC Requested Amount: $61,500

    PFC Impose Rate: $4.50

    Airfield Crack Sealing & Remarking at Toledo Executive Airport

    This contract is for all labor, material, insurance, and equipment necessary for the Airfield Crack Sealing & Remarking project at Toledo Executive Airport 28331 Lemoyne Road, Millbury, OH 43447, in accordance with the approved plans and specifications, for the Port Authority at One Maritime Plaza, Toledo, Ohio 43604.

    Bids will be received through Bid Express, an online electronic bidding system until Tuesday, June 25, 2024, at 11:00 AM, at which time all bids will be opened through the Bid Express website.

    The project “Airfield Crack Seal and Remarking” project consists of the rehabilitation of Runway 4-22 and Taxiway B paved surfaces at Toledo Executive Airport (TDZ). The rehabilitation scope includes approximately 10,000 LF of crack routing and sealing of asphalt pavement, application of micro-surface seal coat (FAA specification P-629) over approximately 47,000 SY of pavement, and new nonprecision runway and taxiway markings. Also included in the project is the replacement of existing faded airfield sign panels.

  • REQUEST FOR QUALIFICATIONS FOR REMEDIAL PLANNING, ENGINEERING, PERMITTING, DESIGN AND CONSTRUCTION MANAGEMENT SERVICES FOR CONTAMINATED SEDIMENT AT TWO LOWER MAUMEE RIVER SITES WITHIN THE MAUMEE AREA OF CONCERN (AOC)

    The Toledo-Lucas County Port Authority in partnership with the Ohio Environmental Protection Agency, the U.S. Environmental Protection Agency, The City of Toledo, and the US Army Core of Engineers is requesting qualification statements from professional full-service consulting engineer firms to provide planning, engineering, permitting, design services and construction management in connection with the subject project that includes two lower Maumee River sites within the Maumee Area of Concern (AOC).

    • Site 1: Sway Bridge

    • Site 2: Wastewater Treatment Plant (WWTP)
