NOTICE IS HEREBY GIVEN by the Board of Directors that Electronic Bids will be received by the Toledo-Lucas County Port Authority through Bid Express for:
Replace Inbound Baggage Handling System at Eugene F. Kranz Toledo Express Airport
This contract is for all labor, material, insurance, and equipment necessary for the Replace Inbound Baggage Handling System project at Eugene F. Kranz Toledo Express Airport, 11013 Airport Highway, Swanton, OH 43558, in accordance with the approved plans and specifications, for the Port Authority at One Maritime Plaza, Toledo, Ohio 43604.
Bids will be received through Bid Express, an online electronic bidding system, until Tuesday, November 18, 2025, at 10:00 AM, at which time all bids will be opened through the Bid Express website.
The project consists of the replacement of existing inbound baggage handling system (BHS) and associated appurtenances for Carousels 1 and 2 within the passenger terminal at Eugene F. Kranz Toledo Express Airport (TOL). This project is structured as a Base Bid with a Bid Alternate. For the Base Bid, the project scope generally includes the demolition and removal of the existing BHS Carousel 2 and installation of a new BHS carousel, complete with associated equipment and appurtenances.
For the Bid Alternate 1, the project scope generally includes the demolition and removal of the existing BHS Carousel 1 and installation of a new BHS carousel, complete with associated equipment and appurtenances.
The engineer’s opinion of probable construction cost for the base bid is approximately $1,230,000.00, bid alternate no. 1 is approximately $1,020,000.00. The contract duration is 294 consecutive calendar days from the notice to proceed, divided into two (2) phases with the following phase-specific contract time:
• Phase 1 – 210 consecutive calendar days
• Phase 2 – 84 consecutive calendar days
Phase 1 is considered an administrative sequence which allows for the procurement and fabrication lead time of the BHS and associated equipment. Phase 2 is considered the construction sequence where the BHS and associated equipment will be removed and replaced as further described in the construction plans.
Phase 2 is separated into two (2) subphrases to facilitate maintenance of operation and construction activities. Phase 2A is associated with the replacement of Carousel 2, whereas Phase 2B is associated with the replacement of Carousel 1.
All materials procured, construction methods used, and construction activities must be done in accordance with FAA material specifications and guidance on operational safety on airports during construction referenced in the project documents.
Bids that are in excess of 20% above the engineer’s estimate would be considered non-responsive. This project may be awarded by the Toledo-Lucas County Port Authority at its sole discretion.
The plans and bid proposal documents are available through Bid Express at: https://www.bidexpress.com/businesses/66075/home. Bidders new to the electronic bidding system must first register on the Bid Express website (www.bidexpress.com). Registration is Free. It can take up to five (5) business days to process a Digital ID and it is highly recommended that a Digital ID be enabled 48 hours in advance of submitting an electronic bid. Bidders must plan accordingly. For additional guidance regarding electronic bidding, bidders must contact Bid Express directly. Each bidder shall be responsible for submitting its electronic bid before the bid deadline.
Electronic Proposals must be submitted on the form(s) included in Bid Express and shall be accompanied by a certified check or an acceptable Proposal Bond with satisfactory surety specifying the Toledo-Lucas County Port Authority as the obligee, in the sum of not less than ten percent (10%) of the total proposal amount.
Any bid may be withdrawn prior to the scheduled closing time for receipt of bids. The successful bidder will be required to submit a Contract Bond and Certificate of Insurance.
Current guidance from FAA states that the DBE goal for this project is to be set 0%.
The lowest responsive and responsible bid shall be determined in accordance with the Port Authority’s Resolution No. 68-00 as found in the General Conditions.
The Port Authority reserves the right to reject any or all bids, and to waive any technicalities as it may deem best for their interest. The Port Authority also reserves the right to add or subtract from quantities shown in the proposal. Please note there will be a pre-bid meeting for this project for all prospective bidders on Tuesday, October 28, 2025, at 9:30 AM. This meeting will be held online via Zoom Video Conference. Prospective Bidders interested in joining in the Pre-Bid meeting should contact Tina Perkins (TPerkins@Toledoport.org) at Toledo-Lucas County Port Authority prior to Monday, October 27, 2025, at 4:00 pm, to be included in the meeting invitation. This meeting invitation will include a link to the video conference as well as separate call-in numbers to join either by video or by phone. Attendance is suggested, but not mandatory.
